It is a “Hardcast Solid” – i.e. a wide nose gas check projectile that is made of richly alloyed and unusually rigid lead. Such a bullet resists deformation almost entirely as it plows through thick hide and bulging muscle, so it conserves the momentum needed to break bone and pierce organs.
Expansion can prevent a bullet from reaching deep enough to hit a beast’s off switch. That’s why the hard cast is designed to avoid expansion altogether. That’s also why this ammo’s the wrong choice for defense against people, especially in areas where over-penetration is likely to endanger innocent bystanders.
