Brass is the perfect metal for making shell casings. It’s not the lowest-priced metal, however. That honor belongs to steel, which is why this ammo’s Turkish manufacturer chose it.
Steel cases aren’t reloadable. They also fail to seal the chamber as effectively as brass ones, which translates to a dirtier action by the end of the magazine. Kaiser does go the extra length to lacquer their steel case, which protects it against moisture that might otherwise have rusted its surface.
Is it magnetic? Yes. Even if you discount its case, this round’s FMJ does have a steel jacket.
Is it corrosive? No. This is brand new ammo; not Red Army surplus that’s been moldering away in Moldova for any number of years.
