After firing five rounds of Federal 180 gr Hydra Shok from a Glock 27 into synthetic ballistic gelatin from 10 feet away through four layers of fabric to simulate clothing, we then measured the expansion and penetration of the bullets for this .40 S&W (Smith & Wesson) load, which you can see in the chart below.
The photos below provide a detailed view of the the expanded bullets that were recovered from the gelatin. The high speed video shows the first of our five shots as it entered the gel.

Not the newest, maybe not the best, but absolutely consistent performance

If you want a round you can count on, Federal HydraShok will do what you need. Some of the newer (and usually higher priced) rounds MAY give better penetration or better expansion, but many of those newer rounds are not 100% consistent. Federal HydraShok is a known performer. You can see the ballistic gel tests here and other tests on other sites with similar results.
