The 223 Rem can’t be an M193, as that designation exclusively belongs to the 5.56x45 cartridge the U.S. military issues for range and field use. It can be loaded to nearly identical specifications as M193, though, which this cartridge is. The 55 grain full metal jacket projectile! Economical yet accurate, with a steel-free design that gets you inside gun ranges where bi-metal jackets are excluded.
This is reloadable brass-cased ammo, and its cases are new. Any discoloration you see around their shoulders is merely the cosmetic byproduct of annealing, which strengthens the part of the case that sits in and near the chamber. It’s a good thing.
